Text Messaging While Driving Banned in CA Effective January 1, 2009, Senate Bill 28 (SB-28) specifically bans the use of electronic wireless communication devices to write, send, or read text-based communications while operating a motor vehicle. This bill, which was penned by Senator Joe Simitian of Palo Alto, California, would impose a base fine of $20 for the first offense and $50 for each subsequent offense. [Read more...]
